摘要: 秸秆综合利用生态补偿旨在激励农户积极参与秸秆还田政策, 促进农业绿色发展, 然而秸秆综合利用生态补偿是否真的促进了农户秸秆还田行为尚有不同认识。鉴于此, 构建秸秆综合利用生态补偿与农户秸秆还田行为的理论分析框架, 探讨秸秆综合利用生态补偿对农户秸秆还田行为的影响与作用机制, 利用湖北省黄冈市822份农户调查数据, 运用Binary Probit进行实证检验。研究结果表明: 1) 秸秆综合利用生态补偿对农户秸秆还田行为有显著的正向影响; 其中, 补贴、监督和处罚均可促进农户秸秆还田行为; 相较于监管和处罚, 补贴对农户秸秆还田行为有更明显的推动作用。2) 作用机制发现, 农户内在感知在秸秆综合利用生态补偿对农户秸秆还田行为的影响中产生中介效应, 即秸秆综合利用生态补偿政策能够通过提高农户对秸秆还田技术的内在感知, 进而促进农户秸秆还田行为。3) 农户社会资本在秸秆综合利用生态补偿与农户秸秆还田行为的关系中发挥正向调节作用, 即社会资本的提升能够进一步强化秸秆综合利用生态补偿政策对农户秸秆还田行为的推动作用。据此, 有必要建立健全秸秆综合利用生态补偿制度, 提高农户秸秆还田内在感知水平, 增强农户社会资本, 统筹提升农户采取秸秆还田行为的效果, 推动秸秆资源化利用和农业绿色高质量发展。 |

Eco-compensation for comprehensive utilization of straw and households' behavior of straw returning |

Abstract: The eco-compensation for comprehensive utilization of straw is designed to encourage households to actively take part in the government program of straw returning for green development of agriculture. However, consensus has not yet been reached on whether eco-compensation for comprehensive utilization of straw does promote households' adoption of straw returning. This paper explored the impact of eco-compensation for comprehensive utilization of straw on households' adoption of straw returning and its mechanism, which is of great significance in solving the dilemma of repeated straw burning and realizing the green, low-carbon and recycling development of agriculture. Specific research was carried out from the following two aspects. First, this paper explored the impact of eco-compensation on households' straw returning behavior from the subdivided dimensions of eco-compensation, such as subsidization, supervision, and penalties, and enriched the existing research by examining the differences of different aspects of eco-compensation on households' straw returning behavior. Second, this paper analyzed the mechanisms of eco-compensation on households' straw returning behavior from the perspective of households' internal perception, and included social capital in the analytical framework to consider whether there was a difference in the impact of eco-compensation for comprehensive utilization of straw on households' behavior of straw returning under different levels of social capital. Thus, based on the Stimulus-Organism–Response model and the Motivation-Opportunity-Ability model, this paper formulated an analysis framework on eco-compensation for comprehensive utilization of straw and households' behavior of straw returning to explore the influence mechanisms of eco-compensation for comprehensive utilization of straw, internal perception, social capital on households' behavior of straw returning. The 822 households in Huanggang City, Hubei Province were interviewed with a questionnaire in our empirical study. Binary Probit was used for empirical testing. The results showed that: 1) after considering the possible endogeneity and measurement errors caused by missing variables, the eco-compensation for comprehensive utilization of straw had a significant positive impact on households' behavior of straw returning. Specifically, compared with supervision and penalties, subsidization played a more significant role in promoting households' behavior of straw returning. This conclusion was still valid after the robustness tests. 2) the households’ internal perception produced a mediating effect on the impact of eco-compensation for comprehensive utilization of straw on households' behavior of straw returning. Namely, the eco-compensation for comprehensive utilization of straw promoted households' behavior of straw returning by improving internal perception of straw returning technology. 3) the social capital of households had a positive moderating effect on the relationship between eco-compensation for comprehensive utilization of straw and households' behavior of straw returning. Namely, the improvement of social capital further strengthened the promotion of eco-compensation for comprehensive utilization of straw on households' behavior of straw returning. The findings’ policy implications are that it is necessary to establish a sound eco-compensation for comprehensive utilization of straw, to enhance the households’ internal perception on straw returning, and to improve households’ social capital, in order to promote the resourceful use of straw and high-quality development of agriculture. |
